AUTHORITY: 33 U.S.C. ยง1321(j)(2)(A) authorizes the collection of this information.
PURPOSE: To compile and maintain a comprehensive list of qualified spill removal resources, personnel and equipment that will be available to assist Federal and state agencies and the public in the event of a spill incident. ROUTINE USES: The information will be used by and disclosed to Coast Guard personnel and Federal On-Scene Coordinators in order to coordinate the use of private and public personnel and equipment to aid in the removal of a worst-case discharge, and to mitigate or prevent a substantial threat of such a discharge from a vessel, on or offshore facility, operating in or near an area designated by the President.
DISCLOSURE: The Response Resource Inventory (RRI) is used as part of a voluntary program to classify Oil Spill Removal Organizations (OSROs). While participation in the program is voluntary, OSROs will be unable to gain classification without providing the requested information. OSROs that establish an RRI account, but fail to provide all requested information may be listed in the inventory, but shall be identified as an unclassified OSRO.

The Coast Guard estimates that the average burden for this report is about 12 hours.
